You are measuring it incorrectly giving you false target levels. However, your general trend is correct.

@TradeMeisterX I'm still learning so please correct me where I'm wrong but from my understanding of a cup with handle, the peak target would be the height of the cup, and he is using the fib retracement to target the 61 percentile to set his first target below the ideal target to lock in profits. Since many large traders will be trading off the fib retracement of the peak target, there will most likely be resistance around the fib retracement of the price target.
