4 can dip down as low as it wants to, so long as it doesn't violate wave 1, just a sign of weakness is all. bull count is on until wave 1 is invalidated.

@Eloquent, Yep, true if we are ending with a diagonal either expanding or contracting . In order to have that , we need to break 3646 so we can connect wav 2's bottom to wave

4's bottom and measure the inner length of each wave.
