This is a method for avoiding choppy markets where both sides get stopped out and lose money. When the trend is unclear it's better to step back and wait for a clear trend to form. On the right, you can see the characteristics of a clear trend, and comparing with the left you can see current market structure shows indications of both types of trends. We currently set a higher high on the 4H time frame which indicates a possible change in the trend. If we set a higher low followed by a higher high the trend is clear. Until then it's difficult to evaluate proper risk when the trend is still shifting on the LTF. Especially considering how chaotic current world affairs are with Russia invading Ukraine there's room for a lot of choppy moves ahead. The biggest disservice to yourself is losing purely because of impatience.
