There's time for this to be resolved before Jan 20, which would be a more preferable outcome. However, there are also other pressing matters, and perhaps hesitation is playing a role here. Precedence that can come out of this would have cascading reactions for a lot issues and not just related to oil. Anyhow, my models still show a favorable outcome can be achieved before Jan 20 while eliminating the danger of precedence.
